Sales Permits

If I am selling plant starts (transplants) at a farmers market, do I need a sales permit? I am in Wisconsin and know that one is not required for selling fresh, unprocessed produce, but I’m wondering about transplants since a lot of farmers I know sell them in the spring at farmers markets.
