Employee classification

A new farmer at our incubator is planning on hiring her cousin to help on the farm. She would need to pay him and treat him as an employee, right? We are in Washington state, and the cousin is 15 years old but the farmer has a minor work permit. -Asked in Farm Employment Action Hour
